April 14, 2022 — This report presents a series of system-level measures for monitoring health system capacity. They were informed by jurisdictional experience during the first waves of the COVID-19 pandemic and were supplemented by published literature on emergency planning and the advice of experts. These measures can support COVID-19 monitoring and provide a blueprint for monitoring future epidemics and pandemics.
