Health spending in Canada: Who is paying for our health care?

In 2023, it is forecasted that

  • The public sector will pay for about 71% of total health expenditures (65.5% from the provincial and territorial governments and 5.5% from other public sector sources); and
  • Private-sector spending will account for the other 29% of total health expenditure. The private sector has 3 components, the largest of which is out-of-pocket spending (14.8%), followed by private health insurance (11.8%) and other (2.4%).

The public–private split was fairly consistent from the early 2000s to 2019, with the public-sector share of total health spending remaining relatively stable at around 70%. In 2000, 2010 and 2019, the split was roughly 70% public/30% private. In 2020, the split was 74% public/26% private.
