Health system capacity can be defined as the supplies and equipment, spaces, and structures used to treat patients, train personnel, and follow policies and procedures related to meeting the health care needs of the population.

Measures for monitoring health system capacity fall under the Health system resources dimension of the Health System Inputs and Characteristics quadrant of our Health System Performance Measurement Framework.
