Highlights of the CIHI Board Strategic Session,
Annual General Meeting and Board of Directors Meeting

June 4, 2009 Board of Directors Strategic Session
The Chair, Mr. Graham Scott called the meeting to order at 9:00 a.m. and welcomed those present. He went on to introduce Maureen Quigley, who facilitated the Strategic Session, and Dr. Ross Baker, author of the book, High Performing Healthcare Systems, guest speaker for the Strategic Session.
Ms. Quigley provided an introduction to the session, noting the following objectives were developed to help guide discussion:
- To inform CIHI strategic priorities;
- To discuss how CIHI data and information products can contribute to creating high performing healthcare systems
- To discuss strategies to develop more effective partnerships
- To inform the selection process for the new President and CEO
Ms. Anne McFarlane, Interim President and CEO provided a refresher regarding the organization’s current strategic directions as well as some of the issues that the organization may face in the future, based on high performing healthcare systems.
Dr. Baker presented on the role of data and information in high performing healthcare systems, highlighting several case studies included in his book.
Mr. Sapsford presented how data and information are used from a provincial, regional and health care facility perspective and focused on the types of data and information needed to allow organizations to be high performing.
Based on the context and presentations provided, Ms. Quigley went on to facilitate a discussion focusing on the objectives of the session.
The Chair, Mr. Graham Scott called the meeting to order at 1:00 p.m. and welcomed those present.
The Auditor’s Report and CIHI Financial Statements for fiscal 2008-2009 and the Auditor’s Report and CIHI Pension Plan Financial Statements as at December 31, 2008 were accepted as tabled.
The firm of Ernst and Young was confirmed as the auditors for CIHI for fiscal 2009-2010
Mr. Scott referred members to the draft table of contents for CIHI’s fifth Corporate Annual Report. He went on to state that staff would proceed with finalizing the text and would include portions of the audited financial statements.
Mr. Scott indicated that confirmation of an election to the Canadian Population Health Initiative (CPHI) Council is required. The election of Ms. Janice Dyer, Director General, Applied Research Analysis Directorate, was confirmed.
Mr. Scott proceeded to leave the room so that the Board could discuss the Board Chair’s term extension. Dr. Peter Barrett and Mr. Kevin Empey, Board members, proposed a special By-law (09-1), to extend the term of Mr. Graham Scott as a member and as Chair for one year to expire on March 1, 2011.
There being no further business, Mr. Scott called for the adjournment of the meeting.
The Chair, Mr. Graham Scott called the Board of Directors meeting to order at 1:25 p.m.
Confirmation of Officers
The officers of the Corporation were confirmed including Graham Scott, Board Chair, Ms. Anne McFarlane, Interim President and Secretary, Dr. Brian Postl, Vice-Chair and Ms. Louise Ogilvie, Treasurer.
Dr. Barrett and Mr. Empey, proposed a special By-law (09-1), which provides for the extension of the term of Mr. Graham Scott as a director and Chair by one year to expired on March 1, 2011.
Ms. McFarlane, in her President’s Report to the Board, focused on the following highlights:
- Increasing participation in the National Ambulatory Care Reporting System (NACRS) continues to be a priority initiative. CIHI received confirmation from two different jurisdictions regarding implementation of NACRS Level 1 and NACRS Level 3 reporting in their respective jurisdictional facilities.
- CIHI will be releasing the 10th edition of Health Care in Canada in September 2009. It will highlight progress made in advancing knowledge and health care delivery within the system over the last 10 years.
- In 2009-2010, new offerings in CIHI’s electronic reporting environment will include Management Information Systems (MIS) for Portal subscribers, NACRS emergency department wait times monthly reports, National Rehabilitation Reporting System (NRS) data mart and reports, Home Care Reporting System (HCRS) data marts and reports, and a new Hospital Standardized Mortality Ratio (HSMR) analytic reporting tool.
Ms. McFarlane presented the Annual Corporate Performance Indicator Report, highlighting the organization’s results.
Mr. Louis Barré, Vice President, Strategy, Planning and Outreach, presented the preliminary results from CIHI’s first client satisfaction survey.
Mr. Kevin Empey, Chair of the FAC, provided an update from the previous FAC meetings and the business arising from those meetings were discussed including:
- The Data Quality Program Review and internal audits
- Independent Evaluation and Performance Audit
- Q4 Statistics Canada Report and financial statements
- CIHI Pension Plan Actuarial Valuations
- Management Certification Report for Statutory Remittances
Mr. Gary Catlin, Director General, Statistics Canada and Ms. Helen Angus, Vice President, Research and Analysis, presented an overview of the CIHI/Statistics Canada Health Indicators Project, focusing on priority areas for indicator development and the indicator framework.
Dr. Peter Barrett, Chair of the Privacy and Data Protection Committee, provided an overview of the 2008-2009 Annual Privacy Report, which contains information regarding changes within the organization, the organizational response to the external environment, and an update on privacy projects and programs.
Mr. Catlin presented key findings from the 2008 Canadian Community Health Survey (CCHS) and 2008 Health Indicators release.
Mr. Jean-Marie Berthelot, Vice President, Programs, provided an update on the activities of the National System for Incident Reporting (NSIR) (formerly known as the Canadian Medication Incident Reporting and Prevention System (CMIRPS)). The update included information on the rebranding of NSIR, the national pilot test and external field review, and the consultation sessions.
Mr. Berthelot and Ms. Angus provided the Board with updates on recent analytical findings, including highlights from analyses on health human resources, surgical volume trends and the upcoming 2009 Health Indicators report.
An independent session of the Board was held prior to re-convening the meeting.
Ms. Angus and Mr. Berthelot presented an approach to expand CIHI’s program of work related to primary health care information. This included reviewing the long-term vision for primary health care information, discussing options for developing new primary health care information in Canada and recommending a strategy for an integrated approach.
Ms. Angus and Mr. Berthelot presented an update to the Board on the implementation of the FY2009-2010 analytical plan.
Ms. McFarlane and Mr. Barré presented an update on the progress made regarding the Health System Use of EHR/EMR Data Initiative, and presented the draft presentation that will be given to the Conference of Deputy Ministers on June 19, 2009.
The next Board meeting will be held on November 12-13, 2009 in Toronto, Ontario
