Welcome

The Chair, Dr. Brian Postl, called the Board of Directors meeting to order at 12:35 p.m. and welcomed those present. He introduced a new director, Ms. Janet Beed, Region 3 (Ontario) non-government representative.

President’s Report

Dr. Postl welcomed Mr. David O’Toole to his first Board meeting as President and CEO.

Mr. O’Toole opened his President’s Report by reporting on corporate-related matters, including a new communications strategy—noting that this would come forward at the November Board meeting—and progress on the bilateral agreement with Quebec.

He also reported on activities in the external environment, including the new federal commission on health care innovation and noted that Mr. David Clements, Director, Corporate Communications and Outreach, will be working with the commission for one year. Mr. O’Toole went on to report on meetings he has had with CIHI’s previous CEOs, Board chairs and current Board directors, and on how he has visited nearly all of CIHI’s offices. He reported on themes that have emerged from discussions internally as well as with external stakeholders, including CIHI’s approach to presenting data and analysis (e.g., improving accessibility for stakeholders) and how best to engage clinicians in CIHI’s work.

Mr. O’Toole completed his President’s Report by referring directors to the CIHI Corporate Performance Report, 2013–2014 and reviewing the performance indicators.

Health System Use of EHR/EMR Update

Mr. Brent Diverty, Vice President, Programs, presented an update on recent health system use activities and the approach that will be taken for the fall 2014 presentation to the Conference of Deputy Ministers of Health.

Health System Performance

Dr. Jeremy Veillard, Vice President, Research and Analysis, presented on the deliverables and implementation of the pan-Canadian health system performance measurement and reporting program and provided a demonstration of the update to the Our Health System website.

Supporting Local Analytical Needs

Ms. Anne McFarlane, Vice President, Western Canada and Developmental Initiatives, presented an update on the analytical and capacity-building work of the regional offices.

Report of the Finance and Audit Committee (FAC)

Ms. Janet Davidson, member of the Human Resources (HR) Committee, reported on the joint FAC/HR Committee meeting that took place the morning of June 19, 2014. She summarized the discussion, including the options being considered for the future of the CIHI Pension Plan.

Dr. Postl, member of the FAC, then provided an update from the June 5, 2014, FAC meeting, including updates on the renewal of funding agreements, external audits, the 2014–2015 FAC work plan, the committee self-evaluation, sole-source contracts for the period October 2013 to March 2014, and statutory remittances for the period January to March 2014. Dr. Postl proceeded to table the Auditor’s Report and CIHI Draft Financial Statements for 2013–2014, and the Auditor’s Report and CIHI Pension Plan Financial Statements. Directors reviewed and approved the documents. He also reported on the competitive process taken to identify new public accountants for 2014–2015, noting that KPMG was being recommended as the public accountants to CIHI for 2014–2015. Finally, he reported on the January 1, 2014, Pension Plan Actuarial Valuation.

Renewal of Funding Agreements

Mr. O’Toole provided an overview of the strategy for renewing the Health Information Initiative Contribution Agreement with Health Canada and the Provincial/Territorial Bilateral Agreements, reviewing background information, key considerations and options.

Session of Independent Board Directors

An in-camera session of the Board was held.

Report of the Governance Committee

Ms. Davidson, Chair of the Governance Committee, presented an overview of the items discussed at the May 5, 2014, and June 19, 2014, meetings, including Board succession planning, the 2014–2015 Governance Committee annual work plan, the 2013–2014 corporate performance indicators, Board and Committee self-evaluation, Board meeting duration, committee structure and membership review, CIHI Annual Report 2013–2014 and the annual Board work plan 2014–2015.

Report of the Privacy and Data Protection (PDP) Committee

Dr. Postl, interim Chair of the PDP Committee, provided an overview of the Annual Privacy Report.

Guest Speaker

Dr. Postl introduced the Honourable Doug Currie. Minister Currie provided an overview and discussed with directors the state of health care in P.E.I.

Statistics Canada Update

Mr. Peter Morrison, Assistant, Chief Statistics, Statistics Canada, provided an update regarding the National Longitudinal Survey of Children and Youth and the 2016 Census.

Future Plans of CIHI–Statistics Canada Joint Work

Mr. Diverty and Ms. Lynn Barr-Telford, Director General, Health, Justice and Special Surveys, presented the future plans for the CIHI–Statistics Canada joint work.

Key Findings From Upcoming Releases

Prostate Cancer Treatment

Ms. McFarlane presented key findings from an upcoming analysis on surgery for prostate cancer.

Harmful Incidents During Hospitalizations

Dr. Veillard presented on progress and ongoing challenges associated with the development of a big-dot measure relating to patient safety incidents occurring in hospitals.

Organ Donation Potential

Dr. Veillard presented an overview of analysis on organ donations.

Next Board Meeting

The next Board meeting will be held on November 20, 2014, in Toronto, Ontario.
