The Canadian Institute for Health Information (CIHI) is supporting the effective deployment and use of the Ontario Ministry of Health and Long-Term Care’s new Health Based Allocation Model (HBAM) funding methodology under the Health System Funding Strategy. This support includes maintenance and reporting, as well as education surrounding the HBAM Inpatient Grouping (HIG) methodology.

1. Assigning HIG Weights and ELOS Values to Ontario Inpatient DAD Cases 2019
This document provides an overview of the process used to calculate expected length of stay (ELOS) and HIG weights with the HIG 2019 grouping methodology. It also includes look-up tables that provide the base HIG weight and ELOS values for each HIG. In addition, HIG factor values are provided. There are also examples to help users understand how HIG weights are assigned to Discharge Abstract Database (DAD) cases.
2. HIG/Ontario CACS 2019 Client Tables
The HIG and Ontario CACS (Comprehensive Ambulatory Classification System) client tables are available for download in tab-delimited ASCII format.
For questions about CACS/HIG weights and ELOS values, or the weight and ELOS documentation, please access CIHI’s eQuery service. This service enables clients to submit queries on a broad range of programs and products, including DAD, Classifications and Case Mix.
