The Chair, Dr. Brian Postl called the Board of Directors meeting to order at 11:30 a.m.
Mr. John Wright, President and CEO, opened his President’s Report by reporting on several corporate level initiatives and activities of importance. These included an update on CIHI’s Pension Plan deficit, the completion of the workforce adjustment program, how the organization is preparing for various funding scenarios, the status of the funding agreement with Health Canada and the status of the appointment of a Health Canada representative to the Board. He also provided an update on the piloting of Lean projects, the uptake of the Health Care Cost Drivers analysis and an update on the development of the Canadian Multiple Sclerosis Monitoring System (CMSMS).
Mr. Don Ferguson, Member of the Finance and Audit Committee (FAC) reported on financial highlights from the Q3 progress report.
Report of the Finance and Audit Committee (FAC)
Mr. Ferguson provided an update on the business arising from the FAC meetings held on January 16 and March 8, 2012, including a memo regarding Directors and Officers duties and liabilities, the 2012 to 2015 Business Plan and 2012-2013 Operational Plan and Budget, Ottawa office space, and the management certification report for statutory remittances.
Dr. Jeremy Veillard, Vice President, Research and Analysis, presented the 2012 to 2014 Analytical Plan.
Data Integration and Access Strategies
Mr. Jean-Marie Berthelot, Vice President, Programs, presented CIHI’s approach to enhance data integration across its data holdings, and new approaches and dissemination channels to provide timely access to CIHI data.
Dr. Veillard presented on the development of a “big dot” adverse events indicator.
Statistics Canada Health Program Activities
Dr. Jeff Latimer, Director, Health Statistics, Statistics Canada, presented an update on current and emerging priorities within Statistics Canada’s health statistics program.
Session of Independent Board Members
An in-camera session of the Board was held.
Human Resources (HR) Committee Update
Dr. Postl, Chair of the HR Committee presented on the business arising from the HR Committee meeting held on March 8, 2012, including an update on the 2011 Employee Survey working group actions, the management certification report for occupational health and safety, the CEO’s performance review and objectives, the succession plan for key senior management positions, the HR Committee workplan and the results from the HR Committee self-evaluation.
Privacy and Data Protection (PDP) Committee Update
Dr. Vivek Goel, Chair of the Privacy and Data Protection (PDP) Committee reported on the meeting that took place on the morning of March 8. His report included the results of two privacy audits performed through the privacy audit program, the multi-year privacy audit plan, the PDP annual workplan, the Draft 2011-12 Annual Privacy Report, a report on privacy orders and reports, as well as the PDP Committee self-evaluation.
Canadian Population Health Initiative (CPHI) Strategic Directions
Dr. Cory Neudorf, Chair of the CPHI Council presented a new project on inequalities in health and wellbeing. He also reported on the new population health reports Disparities in Primary Health Care Experiences Among Canadians with Ambulatory Care Sensitive Conditions and The Role of Social Support in Improving Psychological Distress to be released in March. He went on to report that the CPHI Council has been discussing membership renewal and that he will be stepping down as Chair, effective September 2012.
Canadian Organ Replacement and Canadian Joint Replacement Registries: Findings and Status
Mr. Berthelot presented an update on the release of the annual reports and strategic activities for the Canadian Organ Replacement Registry (CORR) and Canadian Joint Replacement Registry (CJRR).
CIHI Key Findings
Dr. Veillard presented key findings from upcoming analyses on wait times for priority procedures, unplanned readmissions and return to emergency departments and Health Indicators 2012. Mr. Berthelot then presented key findings from the recent reports on physicians and nurses.
Dr. Postl introduced Dr. Philippe Couillard, former Minister of Health and Social Services in Quebec, who presented on federalism and healthcare.
Next Board Meeting
The next Board meeting will be held on June 21-22, 2012 in Regina, Saskatchewan.
