Luc Castonguay

Effective June 2012, Mr. Castonguay was appointed Assistant Deputy Minister for the Direction générale de la planification, de la performance et de la qualité (planning, performance and quality assurance branch) in the Quebec ministère de la Santé et des Services sociaux (MSSS).

Mr. Castonguay holds a bachelor’s degree in political science from Université Laval and a master of public administration from the École nationale d’administration publique. His experience spans over twenty years in Quebec’s public service, where he served at MSSS as assistant to the Assistant Deputy Minister for planning and assessment, coordinator in the midwifery pilot projects coordination unit and delegate for the Bureau de la Commissaire aux plaintes en matière de santé et de services sociaux (office of the health and social services complaints commissioner). Since 2000, Mr. Castonguay has held various positions in the ministère du Développement économique, de l’Innovation et de l’Exportation (ministry of economic development, innovation and exports), including as director general of Recherche Québec and director of academic research.
